Blood oath breaking penalty
We have reduced the karma penalty for breaking blood oath from 50% to 20%, The Vita and Mana Penalty stay same
We have also released another vita/mana tier for the 3rd mark
Might/Grace/Wil tier will not be released until next mark and/or reincarnation is done.
