Fix multiple ranking entry
We have added some fix to prevent multiple ranking entry to be added on the board that happen due to change name
We also added some backend script to bring our Login, Save and Char server up just in case it is crashed.
For the map server just in case it is crashed (which is rarely happened), you will need wait until our team checked for the cause of crash before we can bring it back up.
